This is more or less correct. During the window of time I'd set aside to work on it, the project was stopped and started several times because of some of Infocom's internal problems. By the time they had sorted those out I had little time left so the project was finished (and indeed middled) by Michael Bywater and all the other guys at Infocom. As far as I recall I had done the first few scenes in considerable detail myself, and sketched out the shape of a lot of the rest. But the further you get into the game the more hands you'll find at work.
