You spelled 'strip mining' right, but got 'destroying' and 'environment' wrong. Strip mining is something I certainly would not support.
But you are right about Washington. My understanding is that the Grand Coulee Dam was one of the prime factors in the winning of WW2. I believe that the Hoover Dam in Colorado is a great success too. But they are exceptions rather than the rule. I'd recommend a book called Cadillac Desert by Mark Reisner on the topic. It's mostly about water projects in the American South West but it also looks at the general principle of dam building. Another excellent book which has a chapter about dam building on the Amazon is In The Rainforest by Catherine Caufield.
